Can I Resubmit or Appeal My HSA/FSA Claim More Than Once?

If your HSA or FSA claim is denied, you may be able to appeal or resubmit it. How often and how many times depends on the type of account you have and the rules set by your plan administrator.

  • FSA (Flexible Spending Account): Usually offered by your employer and managed by a third-party administrator.

  • HSA (Health Savings Account): An individual account that you own, often linked to a high-deductible health plan.

Can I Resubmit a Denied Claim?

Yes, in most cases:

  • You can correct issues like missing receipts or documentation and try again.

However, once a claim has been officially denied by your administrator, you will need to go through their appeals process.

What’s the Appeals Process Like?

If You’re Using an FSA:

Most FSA plans allow up to three rounds of appeal:

  1. First-Level Appeal: You typically have 30 to 60 days from the denial to submit this. Include any supporting documentation.

  2. Second-Level Appeal: If the first appeal is denied, you may have another 30 days to submit a second appeal.

  3. Final Appeal: Some plans allow a third and final review, often by an independent reviewer. Their decision is usually binding.

These timelines vary by FSA provider. If you’re unsure, check with your HR team or your plan’s documentation.

If You’re Using an HSA:

  • HSA accounts are individually owned and managed by a bank or financial institution, such as Lively or Fidelity.

  • Each provider has its own process and policies for appeals. There typically is not a hard limit, but there may be timelines you need to follow, such as submitting within 180 days of the denial.
